Ngày
8/1, theo đề nghị của Bộ Quốc phòng, Nội các Thái Lan đã nhất trí về nguyên tắc
kế hoạch hành động tăng cường quan hệ, hợp tác về quốc phòng - an ninh với quân
đội các nước láng giềng Campuchia, Lào và Myanmar.
Theo
đó, Bộ Quốc phòng Thái Lan sẽ được tăng thêm về ngân sách, nhân sự và phương
tiện để tiến hành các hoạt động hợp tác, hỗ trợ quân đội các nước láng giềng
Campuchia, Lào và Myanmar, bao gồm các hoạt động về diễn tập và đào tạo; hoạt
động tăng cường hợp tác giải quyết các vấn đề phát sinh ở khu vực biên giới;
hoạt động phòng ngừa và giảm nhẹ thiên tai; hoạt động hỗ trợ phát triển cộng
đồng và giúp đỡ cải thiện cuộc sống của nhân dân ở khu vực biên giới.

Bước
đầu, Nội các Thái Lan phê duyệt cấp 50 triệu baht, và có thể xem xét tăng thêm
cho Bộ Quốc phòng triển khai thực hiện kế hoạch nêu trên.
Ngoài
ra, Bộ Quốc phòng Thái Lan cũng có kế hoạch tăng cường phát triển quan hệ, hợp
tác quốc phòng - an ninh với quân đội các nước trong khu vực./.

Security Cooperation and Boosting Border Trade with Neighboring Countries
The Cabinet, during its meeting on 8 January 2013,
approved the Ministry of Defense’s plan to conduct activities aimed at
developing security relations and cooperation with neighboring countries and
the international community.
The Ministry of Defense told the Cabinet that the plan,
which involves a budget of 50 million baht, is in response to the Government’s
urgent policy, which seeks to restore relations and develop cooperation with
neighboring countries and other foreign nations.
The plan is also in line with the Ministry of Defense’s
vision and its defense strategy for strengthening security cooperation and the
new growth model, designed by the Office of the National Economic and Social
Development Board. Moreover, it will also prepare Thailand for the realization
of the ASEAN Community in 2015.
According to the plan, the Ministry of Defense will
provide military support, in terms of personnel, equipment, and finance for
neighboring countries and friendly nations, especially Cambodia, Laos, and
Myanmar. The support will be extended to activities to promote training and
study, cooperation to ease border problems, disaster prevention and mitigation,
development work, and the people’s quality of life.
At the same meeting, the Cabinet also assigned relevant
agencies to promote Thailand’s border trade and the creation of its production
base in neighboring countries. The Ministry of Commerce reported that five
strategies had been worked out to boost border trade and investment in
neighboring countries.
The first strategy seeks to develop the international
logistics system and industrial estates in neighboring countries. The second
strategy calls for trade and investment promotion for labor-intensive
industries in neighboring countries. In the third strategy, Thailand will boost
food security for countries in the ASEAN Community, as a way to help them to
become major food producers to feed Asia. The fourth strategy seeks to
encourage Thai entrepreneurs to invest in tourism and services in neighboring
countries. The fifth strategy calls for the establishment of a Thailand
External Trade Organization, or TETRO, to help Thai investors wishing to invest
in neighboring countries.
In order to achieve these strategies, Thailand will
repair the first Thai-Myanmar Friendship Bridge to facilitate goods
transportation along the bridge. The second Thai-Myanmar Friendship Bridge will
be constructed, and the Ministry of Transport will expand the airport in Mae
Sot, in Tak province, to cope with growing transportation and tourism along the
Thai-Myanmar border.
Thai investors will be urged to relocate their production
bases to Cambodia in such industries as textiles and footwear. Thailand will
also set up a container yard in Tha Naleng in Laos to help in product
distribution. Moreover, Thailand will accelerate the implementation of the
Cross Border Transport Agreement with countries in the Greater Mekong
Subregion.
